The story of Ambassador Kavanagh and China is a historical and touching one. Mr Kavanagh not only started his diplomatic career in China at the young age of twenty-three years old, he was then part of the first Irish diplomatic team which established our current Embassy.
在担任爱尔兰驻联合国代表大使和驻法大使后,他于2013年10月11日向中华人民共和国习近平主席递交国书,担任爱尔兰驻华大使。
After having been previously Ambassador of Ireland to the United Nations in New Yorkand then to France, Paul Kavanagh presented his credentials to President Xi Jinping as Ambassador to the People’s Republic of China on 11 October 2013.
康宝乐大使同时兼任爱尔兰驻蒙古大使,于2014年3月13日向蒙古国总统查希亚·额勒贝格道尔吉递交国书。
He has also been accredited as non-resident Ambassador of Ireland to Mongolia where he presented his credentials to President Tsakhiagiin Elbegdorj on 13 March 2014.

The Embassy’s History
爱尔兰与中国于1979年6月22日建立外交关系,爱尔兰驻华大使馆随后与当年9月成立。爱尔兰首任驻华大使坎贝尔于1980年5月17日递交国书。当时的康宝乐还是一名初出海外的初级外交官。
Ireland and China established diplomatic relations on 22 June 1979, and Ireland opened an Embassy in Beijing in September of that year. Ireland’s first Ambassador in China, John Campbell, presented his credentials on 17 May 1980. Paul Kavanagh was then a junior diplomat on his first mission abroad.

“中国正处在历史性的转折时期,其在全球的影响力已达到前所未有的高度。能在这样的关键时期担任爱尔兰驻华代表,我感到分外荣幸。我曾于1979年在华工作,那时我还是一名年轻的外交官,是在华建馆团队中的一员。时至今日,中国和爱尔兰都发生了翻天覆地的变化!两国关系也早已不同往昔!
As China continues its historic transition and as it enters an unprecedented period of global prominence, it has been a privilege for me to represent Ireland in this country where, as a young diplomat in 1979, I was in the team that established our Embassy in Beijing. A different China now! A different Ireland! And a greatly changed and enlarged relationship between the two!
现如今,两国关系广泛而坚实。在政治、贸易、投资、食品与农业、教育、研发、文化及民间交流-特别是青年人间的交流-等各领域则更是日益紧密。
Contemporary relations between Ireland and China are strong and broad based. They are becoming ever closer in the political domain, as well as in trade and investment, food and agriculture, in education, research and culture and in people-to-people links, especially among the young.
2013年中爱双边贸易总额为70亿欧元,2017年将达到140亿欧元,创下历史新高。我们从中方获知,中国与爱尔兰的贸易增速比任何一个欧盟成员国都要快。爱尔兰是所有欧盟国家里与中国实现贸易顺差的三大国之一,而中国则是爱尔兰农业食品业的第三大市场。
Two-way trade between Ireland and China is likely to reach 14 billion euros in 2017, up from 7 billion euros in 2013. It is now reaching new record highs with each passing year.
China tells us that its trade with Ireland is growing more rapidly than its trade with any other member of the E.U. Ireland is one of only three EU countries having a trade surplus with China. China is now the third largest market for Ireland’s agrifood sector.

In 2016, Ireland was the fourth largest EU destination for inward Chinese investment. In 2017 we expect there to have been some 70,000 Chinese visitors to Ireland while flows of Chinese students to Ireland are once again growing strongly.
不久后,爱尔兰牛肉将开始出口到中国,北京到都柏林将开通直接航线,中爱技术发展二期基金也将开始投放。
In the period ahead we expect to see a commencement of Irish beef shipments to China, a direct air service between Dublin and Beijing and the advent of Phase II of the Ireland China Technology Growth Fund.

From a lifelong career as a diplomat, what is the most valuable lesson you’ve learned?
‘任何事情,出现其中一方绝对错误,另一方绝对正确的情况是非常罕见的。到目前,我还没有遇到过任何问题或者矛盾或者冲突是不能够通过妥协的方式来解决的。‘
‘‘It is very rare in any situation for right to be all on one side and wrong to be all on the other side. And I have yet to encounter any problem, any conflict or any dispute that is not susceptible to being resolved through honorable compromise. ‘’
